For years, bottle clubs have been completely unregulated. These clubs have allowed minors in but prohibited law enforcement from entering. They have featured fully nude dancing, and patrons are even allowed to make physical contact with the dancers in sexually intimate areas. These policies raise serious concerns about sexual exploitation and sex trafficking that Nebraska lawmakers will not ignore. Senator Thibodeau, Senator Pansing-Brooks, and Senator Geist fought for this reform amidst threats and intimidation from bottle clubs. We applaud their efforts to protect the integrity of our state laws and vulnerable women at risk of sexual exploitation. For too long, clubs have taken advantage of the bottle club loophole to avoid common sense regulations of similar businesses such as nightclubs and bars. This change will ensure these clubs are accountable to the state under the Nebraska Liquor Control Act and law enforcement will have the proper authority to ensure these laws are followed. Editor's Note: The Daily Nebraskan recently sent four reporters to three local adult establishments in an effort to find the best in Lincoln's live adult entertainment. To be fair to both genders, two men and two women with wildly different expectations each stepped up to the nude bar. It should be noted that the women did their research on a Monday, while the men did so on a Saturday. Bill Fech: I'm probably not the best person to review strip clubs. I've never done well around nudity. I blush at the first sight of forbidden skin. I chalk this up to the unfounded sensation that the people around me are not looking at the nudity which they are but are watching me watching the nudity and silently judging me.

Administrative offices and the skilled nursing facility are located on the upper level of the institution. All other inmate housing, as well as programming areas, including a gymnasium and custody and case management offices, are located on the lower level. As provided by state statute, all adult males sentenced to the Department of Correctional Services by the County and District courts of the state of Nebraska are received into the correctional system at DEC. In addition, the institution houses interstate transfers and returned parolees and escapees, county safe keepers and day evaluators sentenced by the court for assessment. DEC will be on your right. Inmates will still be allowed one visit per week.
An attempt to attach a bottle club regulation bill to a sex-trafficking bill failed Wednesday in the Legislature when the bottle club regulation bill was ruled not germane. Patty Pansing Brooks' sex-trafficking bill LB LB would regulate private bottle clubs with a Class A or Class I retail license, based on the type of beverages allowed to be consumed on the premises. An accurate and current membership list would have to be maintained and available to the Liquor Control Commission and any law enforcement officer for investigatory enforcement purposes. Thibodeau withdrew her bill from consideration even though, she said, it was important to her and she believes trafficking happens in bottle clubs. Thibodeau, who was appointed this session to replace Sen. Joni Craighead, who resigned, took over the bottle club bill, which was stalled on second reading last year. She charged that the bill was not treated appropriately in Sen. Tyson Larson's General Affairs Committee. As a new senator, she looked to the committee chairman for leadership, and that was not given, she said.
